Orca sometimes (re)announces that the document frame has just received focus in Firefox 3.x

Every once in awhile, navigating in HTML content causes Orca to behave as if the document frame just received focus for the first time (i.e. a page has loaded). This chattiness is annoying.
Created attachment 126113 [details] [review] fix plus regression test updates This was another one-liner. Fully regression tested and pylinted. Committed to trunk. I think it should also be committed for the 2.24.3 release. Thoughts?

Okie dokie. The fix (i.e. not the regression test changes) has been committed to the gnome-2-24 branch. Since this one was such a trivial fix, closing it as FIXED.
