Every once in awhile, navigating in HTML content causes Orca to behave as if the document frame just received focus for the first time (i.e. a page has loaded). This chattiness is annoying.

fix plus regression test updates

This was another one-liner. Fully regression tested and pylinted. Committed to trunk. I think it should also be committed for the 2.24.3 release. Thoughts?

Okie dokie. The fix (i.e. not the regression test changes) has been committed to the gnome-2-24 branch. Since this one was such a trivial fix, closing it as FIXED.
