Please describe the problem:
When using the rotate tool with clipping options crop to result or crop with aspect, no rotation is done and the layer is empty.

Steps to reproduce:
1. File>New 640x400
2. Activate Rotate tool
3. Choose Clipping : Crop to result
4. Rotate Angle -1

AND

1. File>New 400x640 OK Height must be bigger as Width
2. Activate Rotate tool
3. Choose Clipping : Crop with aspect
4. Rotate Angle -1

Actual results:
No rotation. Layer is empty.

Expected results:
Rotate and clip.

Does this happen every time?
Yes.
