There are many ID3 tag editors that can handle audio files and it is possible to edit video meta data with the same software. These tags come under the heading 'General:' in Audio/Video tab of the Properties dialogue. This would give basic tag editing that the Properties dialogue currently shows, i.e. Title, Artist, Album, Year, and Comment.
