Please describe the problem:
When the focus is set to follow the mouse, clicking the entry for a window which is partly hidden behind another window sometimes minimizes it rather than bringing it to the surface.  This appears to happen because the mouse cursor can pass over the partly hidden window, momentarily giving it the focus; the Window List seems to assume that since it had the focus it must be at the top of the z-order, and so it gets minimized instead of raised. 

Steps to reproduce:
1. Set "focus follows mouse" mode
2. Arrange two windows so that they overlap
3. Move the mouse over the partly-hidden window on the way to the Window List, and click its Window List entry


Actual results:
The partly hidden window is minimized

Expected results:
The partly hidden window should be raised to the top of the z-order

Does this happen every time?
