When resuming from a suspend or when I toggle on the wlan switch of my laptop I might want to be connected to the internet as soon as possible, but I have to wait some time for NM to scan for wlans or (if I'm a slightly smart user) switch off and then back on the "enable wireless" checkbox in nm-applet's right click menu. It would be nice if the list of available networks (which in the case described above says "none") had an item at the end to rescan for wifi lans.

Latency is a combination of scan algorithm issues in NM, and drivers that suck.  Rescanning is not needed and isn't very useful.  The bugs need to be fixed, and 'rescan' is the A-Bomb solution.  Even if there was a 'rescan' option for your cases, NM is already doing a scan right after it's been told to wake up, or right after the killswitch has been flipped.  So it wouldn't make your situation any better.  See also:
