Please describe the problem:
Menu bar shown when a tab is dragged from a window w/o menubar to create new window. But on the menu, the "show menubar" item is not selected.

Steps to reproduce:
1. Create a new terminal window.
2. Make sure the menu bar is not shown.
3. Create a new tab.
4. Drag this tab out of the window so a new window is created.


Actual results:
New window has a menubar. Menu item to show the menu bar is not checked.

Expected results:
New window has no menubar.

Does this happen every time?
Yes.

This is fixed in version 2.24.
