clock applet's sunrise / sunset times don't respect 12/24 display format.

Please describe the problem: The clock applet's sunrise / sunset information in the weather tooltip don't respect the Clock preferences regarding 12/24 hour formatting. The sunrise & sunset times are always in 24-hour format. Steps to reproduce: 1. Open the clock applet's preference window. 2. Add a location if none exist. 3. Go to the General Tab of the preference window. 4. Select "12 hour format" from the Clock Options. 5. Enable "Show Weather" from the Panel Display options. 6. Hover the mouse over the temperature display in the clock applet. Actual results: The popup displays the times as: ------------------------------------ Sunrise: 07:27 / Sunset: 18:07 ------------------------------------ Expected results: The popup *should* display the times as: ------------------------------------ Sunrise: 7:27 AM / Sunset: 6:07 PM ------------------------------------ Does this happen every time?
