If you want to jump to a specific moment of a movie, you have to right-clic on the time-line. If you left-clic, nothing happens. You can only drag and drop the slider using left-clic. 

In Gnome, all slider can be moved by "jumping" to a specific location using left-clic. You can do that in Rhythmbox, why not in Totem?
