Please describe the problem:
The Subsampling option does not remember the setting set by using the 'Save Defaults' button.  When saving a new JPG image, the subsampling list initially has no option selected (the box is empty until you open the drop-down box) although if you leave it as-is (blank) it actually appears to use the factory default of 4:2:2. 

Steps to reproduce:
1. Save a new JPG image, or do a save-as on a JPG image
2. Set Subsampling to desired setting
3. Click 'Save Defaults'
4. Save another new JPG, and the subsampling option will not be set the way it was in step 2.


Actual results:
The subsampling option is not remembered by 'Save Defaults'

Expected results:
I would expect the subsampling option to be remembered by 'Save Defaults', as it did in previous versions.
