Please describe the problem:
opening new tab does not automatically create scrolling bar at the side of the navigation area.

Steps to reproduce:
1. open new tab of a folder that contains a lot of file
2. 
3. 


Actual results:
the navigation isn't scrollable

Expected results:
the navigation should be scrollable

Does this happen every time?
