Please describe the problem:
When I open a folder(it contains many child folders so it's need to show scrollbar) in the tab, the scrollbar won't be displayed, only if I press the refresh toolbar.

It is taken place frequently.

Steps to reproduce:
1. Open the Nautilus, assume the location is $HOME, make the window size smaller, maybe 800*500, and the view is Icon View.
2. Point to the File System in the sidebar, then right-click it, choose "Open in New Tab"
3. Choose the new opened tab of "/", you'll see there's no scrollbar.


Actual results:
The scrollbar doesn't exist!

Expected results:
The scrollbar need to be displayed.

Does this happen every time?
Yes.
