In bug #438348 it is mentioned that there is a license problem with the tk.po translation of atk:

http://svn.gnome.org/viewcvs/atk/trunk/po/tk.po?revision=1162&view=markup

The atk translations should not use the GPL license, but should instead include a line that states that the translation uses the same license as the atk package, directly below the copyright line:

# Copyright (C) //...//
# This file is distributed under the same license as the ATK package.
