for quite some time now i randomly/periodically get metacity stuck in a state where dragging a window frame to resize it results in the right click context menu popping up.  this has driven me insane for a while and i've never really known why it happens or how to fix it but it always seems to go away after a while.

i'm not sure if it's the -only- time this problem occurs, but i've recently discovered that i can get it to happen 100% of the time by dragging the top of the window off the top of the screen. dragging bringing the window back causes the problem to go away.
