I think there are some users who get annoyed about the utc-time in f-spot. So there shall be an option to use local-time instead of the utc-time for a photo ( which shall be enabled by default).

For using the utc-time, f-spot shall not change the time in the photo. The better solution in my opinion is to add time-zone information to the metadata and calculate the utc-time from this (If somebody really wants to know the utc time...).
