Please describe the problem:
This involves the gnome applet keyboard indicator 2.22.2 on ubuntu 8.04
is has been present through a number of ubuntu releases.

I use the standard us and dvorak layouts which show up as USA and USA2
in the applet. When I start the computer clicking the applet switches
between USA and USA2 but the actual layout stays the same.

The applet can be made to actually switch between layouts by going to
the layout tab in keyboard preferences and adding or removing any
layout. The applet then works untill the computer is rebooted.

An alternate workaround is to open a terminal and run setxkbmap.
Currently I have the setxkbmap command set to run on every startup.

I don't know how to test what is actually going wrong. With directions I
can do some testing and hopefully be useful.


Steps to reproduce:
1. Add a second layout under the layouts tab in keyboard preferences.
2. Add keyboard indicator to a panel.
3. Restart computer.

Actual results:
The keyboard indicator will new switch between the names of the two layouts but not actually change the characters typed.


Expected results:
Clicking the keyboard indicator icon would actually switch they keyboard layout that I type with.

Does this happen every time?

I just tested this bug with an ubuntu intrepid virtualization which uses keyboard indicator 2.23.92 and the problem appears to no longer exist.
