When there's no junk plugin enabled, the junk/no-junk buttons have almost no effect other than marking a message as junk and putting it into the junk folder. Therefore, I think they, along with the junk vfolder, should not be present at all when no junk plugin is loaded since the user guide suggests that the junk UI helps the user by checking for junk mail in itself, which is untrue when no plugins are enabled.
