page setup options not honored by print preview

Please describe the problem: I wanted to print an email on one page. I tried Print->Print Preview, and it came up as one and a bit pages. I tried setting the scale to 90.0% under the Page Setup tab on the print dialog before clicking on Print Preview, but the preview was the same. Steps to reproduce: Message->Edit as New... File->Print... Page Setup Change scale to to 90.0% Click the Print Preview button Actual results: Print preview is the same as it was when scale was 100.0% Expected results: The print preview shows me what would actually be printed, and I can see if the scale change I made will make it fit on one page before I waste the paper. Does this happen every time? Yes. Other information:
Hmm... the printed page spans two pages even at 80%. It seems the scaling happens after the full page is rendered, which isn't what I wanted (in Firefox, it scales the whole document). This doesn't mean the print preview is correct. It still doesn't apply scaling.
Likely a dupe of bug #540282.
