Really fix icons order on panels

Other information:
Sometimes, after a simple reboot, icons in both panels are mixed up. for example :
bottom panel, I have "Workspace Switcher" (2.22.2) and "Trash applet" (2.22.2). They switch their order so that trash icon comes before Workspace list..
And for top panel, systray area switches its place with date and sound controller applet..

I checked, _all_ those applets are "locked to panel", so they don't have to move.

That's really annoying when you have a clean panel and all is messed up.
