Please describe the problem:
The NetworkManager applet seems to treat VPN connections as exclusive and only allows one to be activated at a time.

I'm not 100% sure if this is actually a core limitation of NetworkManager or simply a UI issue in the applet but it doesn't seem right - it is perfectly reasonable to have multiple VPN connections up at the same time.

Steps to reproduce:
1. Define two VPN connections
2. Activate one
3. The other one will now be disabled in the menu and not selectable
