Please describe the problem:
When using parallel make (make -jN with N > 1), libbtctl fails because the is broken and passes the libs to link to as LDFLAGS instead of LIBS (this also causes further problems with --as-needed, but that's not the point right now).

I'm going to attach a patch to fix this.
