Please describe the problem:
When you disable or enable internet access in banshee's preferences, the change is not completely applied until banshee is restarted.
This is the case for the Last.fm source and stations.

Steps to reproduce:
1. Go to a Last.fm source
2. Change the offline/online mode in the preferences
3. Go back to a Last.fm source


Actual results:
The Last.fm source and stations are still connecting to the net

Expected results:
They should follow the offline mode

Does this happen every time?
Yes

Other information:
NetworkManager is not installed on my system

Is this still the case?  I know the Banshee.Network service has some logic to raise the ConnectionChanged event when the the connection changes (NM tells us this) or when this no-net-features pref changes.
