This bug is yet another example of broken caret navigation in Firefox. :-( 

That said, if Orca is running and controlling the caret, one can arrow to and within each of the captions in the test case. In other words, as best as I can tell, we're doing the correct/right/desired thing in spite of the Firefox breakage. ;-) Therefore closing this tracking bug out as NOTGNOME.
