I originally thought about this for last.fm plugin but I think it could be a general feature that other plugins can use as well. The idea is similar to "offline mode" in browser. When you are in offline mode, rhythmbox should not contact internet (and use cache if possible).

There are at least three plugins can utilize this:
 - lyrics/coverart: when in offline mode, only use cache. May queue requests for later download, I don't know.
 - audioscrobbler: queue tracks instead of sending periodically, send again when online.
