VAT increased from 16% to 19% in Germany about 18 months ago.  There are still changes that need to be done both to the reporting infrastructure as well as SKR04.

If possible, I'd like to be able to preserve backwards compatibility.  That means, account shall not be deleted but new accounts added, etc.
