My laptop's docking station is connected to an external monitor.  Whenever I'm using the docking station I'd like to have 2 displays using xinerama, each with their own set of gnome-panels.  However, whenever I'm off the docking station, gnome moves the panels from the external monitor over to my laptop display.  I do not think this is the correct behavior, I think gnome should leave the panels over there in case the display reappears later (ie, when i'm back on my docking station).
