There seems to be no way of adjusting the spacing for text.  DynText
supports line spacing, but neither the Text Tool or DynText support
character spacing.

Since this is dependant on the Pango enhancement requested in bug
#125483, I'm marking this as a duplicate. The implemeentation in GIMP
will be trivial once that bug is resolved.
