Please describe the problem:
One panel forget its position respect the other panel.
Gnome has two panels, one has menus for launch applications and notification area, lets call it panel A, and other has open windows and workspace changer, lets call it panel B.

I like to have two panels at the down of the screen, but with panel A over panel B.
I set in that position the panels, and when i logout session and i login a new session, the panel B is located over panel A, they have changed their position by theirself.

Steps to reproduce:
1. Move top panel to down.
2. See that it is now located under applications panel.
3. Logout and login again in Gnome.
4. See that both panels have changed (swapped) their positions.


Actual results:
Both panels, located at the down of the screen have changed (swapped) their positions.

Expected results:
They should remind and respect the manual position assigned by user.

Does this happen every time?
Yes

Firstly, I set the panels in this position:

After do a logout and login in Gnome, I found panels in this position:

The position should be recorded and maintained by Gnome.
