Please describe the problem:
If I enable compositing using gconf, newly-created windows do not get focus, and are created in the background -- the current window remains in the foreground. This happens both with metacity 2.22 and 2.23.21 (though compositing is much better behaved in the latter)

Steps to reproduce:
1. Turn on compositing (apps/metacity/general/compositing_manager = true)
2. start a new window (e.g. Alt-F2)



Actual results:
Window appears in the background; does not receive focus

Expected results:
Window appears in the foreground with focus

Does this happen every time?
Yes
