For example the gimp and gqview save their position on exit and restore it on startup, after upgrade to gtk 2.13.1 (don't know about .0), all gtk+ apps that save their position open at (0,0), and xprop confirms

WM_NORMAL_HINTS(WM_SIZE_HINTS):
		user specified location: 0, 0
		program specified location: 0, 0

This bug now also appears in 2.12.10, but wasn't in 2.12.9.
