Regression: Always BCC isn't honoured in Evolution 2.22

"Always BCC" was working fine in the previous Evolution (2.12 ?), but after upgrading to 2.22, when I start a new email (either using the "new email" button or replying/forwarding a received email), the BCC field isn't filled with the required email. 

I can cause the BCC field to re-populate itself from the "Always BCC" by opening the "Form:" pull down selection, choose another identity and then choose the identity that has "Always BCC" again.

It is indeed a duplicate - I opened this using BugBuddy which of course doesn't search for dupes.
