It would be nice if the Cell Format Dialog was made
non-modal. When a different cell is selected, it shuold update 
itself and load the new cell format.

It is now pseudo-modal, so at least other windows do not block.

Perhaps we should add an expr entry widget along the lines of the sort
dialog such that the user can switch to different cells without the
need to close the dialog.
