It is confusing that after you set an image as your wallpaper and you delete it your wallpaper is also removed. In my opinion it would be better to have the wallpaper selection gui monitor 2 folders: 1 global system backgrounds folder: (eg: /usr/share/backgrounds & 1 user specific: ~/.backgrounds). When a user selects an image to be his/her wallpaper it is copied to his/her personal backgrounds folder so the original van be deleted without strange effects.

The gnome-backgrounds product is a collection of wallpapers. I presume your bug is referring to the Appearance preferences window, so moving bug to gnome-control-center product.
