Bug report 1261 was created in 1999 and targetted for gtk 2.0. I've been biten by the bug a few times in 1.2.xx and hope it will not be forgotten.
It can be an impediment in that a combination of GtkHBox's and GtkVBox's has to be used to achieve the layout expected. This extra coding might be considered bloat, especially since it would require more work to traverse related widgets. (Compare going over the single GList of table children to having to go through the children of the children of the ... of the GtkBox widgets.)
Just a guess here, but fixing this bug may also aid improvements in accessibility for the same reason.
