GIMP could provide some primitive drawing tools, like cicle/elipse, rectangles. I know they would clutter the interface, but they could really be put somewhere, say there would be an option to show/hide the simple tools.

Thanks for taking the time to make an enhancement request.

Until equivalent functionality is available you can make selections and do Edit -> Stroke Selection... to produce basic shapes.

And btw, tools are already now show/hidable:
Dialogs -> Tools
