The bug has been opened on https://bugs.launchpad.net/bugs/202012

"The new GNOME clock applet offers the location "Lousiana". This is a typo for "Louisiana". See http://en.wikipedia.org/wiki/Louisiana (the Wikipedia page for "Lousiana" is a redirect to Louisiana with the category "R from misspelling")."
