I suggest that the user have the option of simply selecting the timezone that they are in, rather than trying to figure out what location they are close to.  That is how my atomic clocks at home work, and I really don't understand the dependency of my computer clock to know what my geographic location is.  It's compounded by the fact that I live in Texas, and there isn't a lot of choice for Texas.  ( Even though there are three public timeservers located in Texas. )
