this is a .xls file and gnumeric 1.9.0 in windows printing to the adobe PDF printer.

I will attach a couple of files that show what happens

Bug 520410 is what happens when attempting to physically print this file

The header/footer stuff is not a printing issue but an xls import/export issue since the header/footer is exactly what is set up in the imported file (after import).

The #### stuff is really bug 153578. Of course in this case it  is more serious since the format forces the displayed string just to fit the cell.

The header/footer stuff is smowhat related to bug 476010, but that one is about export rather than import.
