Fuzzy format option

Adds an option to have the clock be in a fuzzy format (i.e. twenty past ten). When fuzzy format is activated it also appends the real time to the tooltip.

Both of those patches are awful as far as i18n is concerned. The patch on bug #582857 seems better, but I'm not the maintainer and I'm not reviewing it. Thanks for the bug report.
