GnuCash did not open until I removed the line 

chcp 1252

from the bat file.

I typed that command on a dos prompt and it never returns. If I type just chcp:
Active code page: 850

Running on a Windows XP Service Pack 2
Toshiba Satellite Mobile Intel Pentium 4 CPU 3.33GHz 1.86 1,00 GB of RAM
