I downloaded the 0.17 setup from here
http://gstreamer.freedesktop.org/pkg/windows/releases/gstreamer/

However it asks for the GTK runtime to be installed; I already had gimp 2.4.4 installed and that is all I could find at the link - I reinstalled it (I assume gstreamer uses the same gtk runtime this installs), but the message still pops up - if I say "yes" I go to the gimp site, no, cancels.

Sorry this bug never got a reply. I'm afraid those win32 packages are not only outdated, but from what I remember also a bit broken and we don't really support them. Also, the person who created them has not been active in the GStreamer community for quite some time. We should probably remove those packages or make the directory invisible to search engines. We don't provide an alternative set of win32 binaries at the moment, but there is at least one project which does as far as I know.
