If you have small icons. e.g. the 16x16 icons of gnome-icon-theme the look ugly because they are scaled and a border is applied. 

Nautilus 2.20 showed small icons at their true size and showed no border if there was an alpha channel

I'm not sure I can reproduce this bug, if i zoom out to the smallest icons possible in icon view, I always get nice icons.
Can you please attach a screenshot?
