Please describe the problem:
The keep above option for toolbox doesn't work on Microsoft Windows XP. This is very annoying as you cannot view your toolbox while drawing on the image, if the image is maximized or larger than the toolbox.

The Keep above hint in File->Preferences->Window management has no effect. Works fine on Ubuntu though.

Steps to reproduce:
1. Maximize image
2. Select a tool
3. Do something on the image
4. Toolbox disappears


Actual results:
The toolbox disappears but it shouldn't, if set "Keep above" in Preferences.

Expected results:
Toolbox should stay on top.

Does this happen every time?
Yes.
