"File operations" window always on top and unminimizable

This results in having to view the progresses of the file operations in the forefront, which is not acceptable in a multitasking environment."
This is a follow-up to the remark I made at Launchpad, "I think it's problematic if this stays as such an isolated case in Gnome window management as it is today. E.g., when I have discovered this feature (against all odds), can I then apply this knowledge to other windows and click their Close button to minimize them to the "tray" (notification area, in fact)?" I just noticed that Nautilus' file operations progress window is exactly the same as Evolution's get/send mail progress window. This would IMHO definitely call for those two progress indicators behaving consistently. And same as with the Nautilus window, I would not dare to click the window's "close" button if I wanted to minimize it (to the Notification Area). Interestingly, the impossibility of minimizing Evolution's progress window has been a wide-spread gripe with Evo for a long time, so a (consistent) solution would be most welcome for both apps.
Confirming, also adding "usability" keyword.
