When we first arrive on page, we read "Below is a table, with some sample table data"
down arrow: "col1" (why is it announced here?)
down arrow: "col1 col2 col3" 
up arrow: "col1" (again, shouldnt be announced)
up arrow (any number): "col1" (we cant seem to get back to: "Below is a table, with some sample table data"
why is this?

Jon, thanks (again and again) for all your bug reports and test cases.  I'm marking this one as a dup of bug 512303.  Turns out the fact that we're bungling when it comes to table captions is the issue.
