I am 100% sure this is not the place I should report it (wrong app) but I was unable to find the right one. The problem lies in gnome-mouse-properties application. It doesn't have any way of setting how many lines mouse wheel scrolls. Both Windoze and KDE have such option. It is very usefull and feature requested by many users (i.e. http://ubuntuforums.org/showthread.php?t=59815, http://ohioloco.ubuntuforums.org/showthread.php?t=665740, http://ubuntuforums.org/showthread.php?t=628725)

I think gnome-control-center is the right product to report this bug.  The
gnome-mouse-properties program is a part of the gnome-control-center module.
