The NOAA offers its forecast data in XML via SOAP and also via a URL-based query system. See http://www.nws.noaa.gov/forecasts/xml/ for their documentation and examples.

The current version uses an older, text-based system that does not allow for localization preferences. This means if the user reads their current conditions in metric units, they may still receive forecasts in imperial units.

Similar offerings may be available or be becoming available for other weather services around the world.
