Initial tab to ARIA tab panel has no announcement

Tabbing to the tab panel seen on http://www.mozilla.org/access/dhtml/tabpanel rarely triggers an announcement in the forward tab direction and often announces 'tab 1 page tab 2 page' in the reverse tab direction (shift+tab). Investigate and fix. Note: The tab panels seen http://test.cita.uiuc.edu/aria/tabpanel/view_html.php?title=Tab%20Panel%20Example%201&ginc=includes/tabpanel1_xhtml.inc&gcss=css/tabpanel1_xhtml.css&gjs=../js/globals.js,../js/widgets2_xhtml.js,js/tabpanel1_xhtml.js and http://archive.dojotoolkit.org/nightly/dojotoolkit/dijit/tests/layout/test_TabContainer.html do not seem to have the same issue.
Created attachment 103748 [details] working tabpanel, updated Moz example This is an updated Mozilla ARIA tabpanel example where some strategic role="presentation" were inserted. This eliminates a 'section' that Orca was trying to create an output for. Instead of tabbing to the 'section', the user now tabs to the 'tab' instead. This allows Orca to form the proper output. A request has been made to Aaron to update the example.
