The gtk-doc helpfiles are built using the long-existing gnome-common (omf.make) system. GNOME is migrating to gnome-doc-utils, which has among other enhancements an important feature: an autoconf flag to disable running scrollkeeper-update without nuking other scrollkeeper-related build activities. This ability is required for packagers and others who want to install to a temporary location instead of onto a live system (scrollkeeper-update is an action on the live system).

While looking into what it would take to do it (it's not usually hard) I noticed that configure.in has a SCROLLKEEPER_BUILD_REQUIRED variable that is not used anywhere after being set...scrap it?
