Please describe the problem:
Using GIMP 2.4.1 and 2.4.2 on Windows XP SP1 and SP2
When i went to the GIMP settings and tried to set instrument panel and other panels on top (settings-> window behaviour) and restarted GIMP nothing changed. Panels are still diving under another windows with no effect. Option stays selected. This makes me very tired after some hrs of works.

Steps to reproduce:
1. Launch GIMP, go to the menu File -> Settings -> Window Behaviour
2. Set option for window behaviour "Always on top" (or any other)
3. Restart GIMP. See nothing happens


Actual results:
Option doesn`t work as intended

Expected results:
Panels and other windows to stay on top above all the other windows and the document

Does this happen every time?
Yes. Permanently for me on different computers

Other information:
GIMP is too hard to use on Windows. Well, it`s SDI, but it makes too many buttons on the taskbar, makes it all crowded. Background window plugin doesn`t work correctly on GIMP 2.4. When the panels is hiding under the window it makes it even harder.

GIMP calls gtk_window_set_keep_above() and this seems to work just fine on Linux. If it doesn't work for you, then that's a bug in the win32 port of GTK+.
