Run in a terminal:
epiphany -p http://ftp.acc.umu.se/debian-cd/4.0_r1/i386/iso-cd/debian-40r1-i386-CD-2.iso

Quickly hit alt+control for window manager menu, hit x for unmaximising.

After accepting the file to be downloaded, you will see ephy window quickly grow to max width and height, but still unmaximised.

Maybe metacity's fault?
